Carr condemns North Korea 'state of war'

FOREIGN Minister Bob Carr has condemned the latest round of threats by North Korea against South Korea and says Australia is considering imposing more sanctions on the rogue state.

North Korea announced on Saturday that it had formally entered into a "state of war" with South Korea and that as of now, inter-Korea relations would be handled according to wartime protocol.

Senator Carr said in a statement that reports from the Australian Embassy in Seoul suggest there is no immediate evidence of increased military preparations by North Korea.

"Despite this, North Korea continues to pose a genuine threat to the safety of millions of people in our region," he said.

Senator Carr has welcomed calls by China and Russia for restraint by all parties, as well as commitments by the United States regarding the defence of South Korea and Japan.

United Nations sanctions impose strict embargoes on the supply of weapons and nuclear materials to North Korea.

Senator Carr has urged all nations to ensure existing measures are strictly enforced and said Australia is considering further "autonomous sanction" on North Korea.

Serial killer Birnie to remain in WA jail

WEST Australian rial killer Catherine Birnie has again been denied parole.

The Prisoners Review Board began the review in January and the final decision was made this week by Attorney-General Michael Mischin.

"The attorney-general has accepted a recommendation from the Prisoners Review Board that Catherine Birnie not be released on parole," a spokeswoman said.

Under law, Birnie's life sentence is reviewed every three years, so her next statutory review will be in 2016.

Former Attorney-General Christian Porter, who last year left state politics for a tilt at the federal arena, in March 2010 decided Birnie would not be placed on parole or put into a re-socialisation program.

WA's attorney-general in 2007, Jim McGinty, said Birnie should never be freed from jail.

Birnie and her late partner David Birnie raped, stabbed, strangled and clubbed to death four victims in their Willagee house, in Perth's southern suburbs, in 1986.

They were caught only when a fifth intended victim escaped after they abducted her at knifepoint.

The pair were handed strict-security life sentences for the murders.

David Birnie hanged himself in his protective custody Casuarina Prison cell in 2005. She wasn't allowed to attend his funeral.

A 2007 review of Birnie, who is serving her sentence at Bandyup Women's Prison on Perth's north-eastern outskirts, found she was at low risk of reoffending but her release was rejected because of the extreme nature of her crimes.

Birnie, now 62, left her husband and six children in 1985 to live with David Birnie.

She did not marry him but took his surname.

Manhunt underway for NSW Police employee

A STATEWIDE manhunt has been launched for a NSW Police civilian employee wanted for allegedly taking weaponry from a police armoury.

The 38-year-old man worked in the armoury and was under investigation for serious firearms offences, a police spokesman told AAP on Friday.

"He's been misappropriating weapons and weapons parts from the facility," he said.

A number of weapons were found at the man's home on Thursday during a police search but the man had not been seen since, the spokesman said.

The spokesman said the wanted man was from the Tuggerah Lake area on the NSW Central Coast.

He said the matter was related to another case in which a father and son were charged on Thursday after a machine gun, a silencer and $20,000 in cash were seized in police raids south of Newcastle and in western Sydney.

Man jailed for drug-fuelled Sydney rampage

A MAN who went on a drug-fuelled rampage at Sydney Airport - stealing cars and stabbing a chauffeur before leading police on a high-speed pursuit - has been jailed for at least four years.

In the District Court in Sydney on Thursday, Judge Penelope Hock said it was "incredible" nobody was killed when Eric Craig Uglow, 23, drove at speeds over 200km/h as he tried to evade police last year.

Uglow, from Petrie, pleaded guilty to four charges, including reckless wounding and police pursuit, over the incident which started in Sydney's domestic airport on April 30, 2012.

High on amphetamines and ice, he stole an Avis rental car at the airport before crashing it into the back of a minibus.

He abandoned the car and pounced on a chauffeur who was sitting in his car waiting for a passenger.

In the struggle that ensued, Uglow stabbed the chauffeur in the calf with a letter opener before the man managed to kick him away, the court heard.

Uglow then threatened a woman with the letter opener and demanded the keys to her car before taking off in it.

He was arrested the next day after police spotted him speeding along the F3 freeway in Sydney's north.

During the pursuit, Uglow crashed into another car, causing it to spin four times, before he crashed into a guard rail.

"(The pursuit) was only brought to an end by the offender's loss of control," Judge Hock said, adding she considered the pursuit to be of "extremely high objective gravity".

"It's quite incredible and a matter of great good fortune it did not cause any physical injury or the death of any other road user, the police officers or himself."

The court heard Uglow reported having a "fragmented memory" of the incident and said he had not slept for two and a half weeks beforehand.

He has previously apologised to his victims in court.

Judge Hock noted Uglow had had a troubled upbringing, was asked to leave home when he was 15 and suffered from alcohol and drug abuse.

"He is still only a very young man," she said, although she noted that he had a number of previous convictions.

She set a maximum term of six years and recommended that Uglow be given drug and alcohol counselling in custody.

Taking into account time already served, he will be eligible for parole in April 2016.

Sydney men charged after police punched

SIX teenagers will face court accused of punching and kicking police during a confrontation in Sydney's west.

Officers first arrested an 18-year-old male for offensive language and resisting arrest after following an unregistered trail bike at South Granville on Wednesday afternoon.

They allege a group of other young men then ran into the street and surrounded them before pushing and shoving them.

One officer was allegedly punched in the head, another kicked in the stomach and others threatened while attempting to make arrests.

They were forced to use capsicum spray before finally apprehending the group.

As a result, three 18-year-olds and two 17-year-olds have been charged with a range of offences including affray, resisting arrest, using offensive language and hindering police.

A sixth youth has been issued with a court attendance notice for affray and intimidating police.

The three 18-year-olds have been granted strict bail to appear in Parramatta Local Court on May 1.

The two aged 17 have also been bailed and will appear in Parramatta Children's Court on April 29.

Greens urge probe into asylum boat tragedy

THE Australian Greens and refugee advocates are calling for a coronial inquest into the boat capsize near Christmas Island which left two asylum seekers dead.

Three other asylum seekers were injured in the incident on Monday and are being treated in Perth hospitals after being airlifted from Christmas Island overnight by the Royal Flying Doctor Service.

Prime Minister Julia Gillard says the deaths are "incredibly distressing" and has called on the opposition and Greens to back recommendations made by the Houston expert panel, which includes her people-swap plan negotiated with Malaysia.

"The thing that is stopping me from bringing it into operation is that unfortunately the leader of the opposition and his team has decided it is in their political interest to see more boats," Ms Gillard told reporters in Perth.

Opposition Leader Tony Abbott rejected the call, telling reporters in Sydney that when Ms Gillard referred to the Malaysia people swap deal, she was looking for an excuse to do nothing.

"Because the Malaysia people swap involves just 800 people and just at the moment we're getting 800 people a week," he said.

Greens senator Sarah Hanson-Young says the tragedy shows the government's no-advantage rule and offshore processing policies are not stopping people from getting on boats.

She called for the coronial inquest and a review of Australia's boat interception protocols.

"We need to make sure we are doing absolutely everything we can to avoid these tragedies from happening," she told reporters in Adelaide on Tuesday.

Ian Rintoul from the Refugee Action Coalition also called for a full inquiry into the incident.

"It would seem that despite the extensive experience with asylum boats, that Australian navy and Customs ships are still not properly prepared to deal with potential accidents in such a situation," he said in a statement.

Meanwhile, the three people who were injured when the boat capsized are being treated in hospital in Perth.

A boy, believed to be six to eight years, who nearly drowned, is in Princess Margaret Hospital for Children.

Royal Perth Hospital is treating a pregnant woman who nearly drowned and a 36-year-old man who has serious scalp wounds.

They were injured when the fishing boat carrying 95 people capsized after stopping for the approaching Australian Customs vessel Ocean Protector.

Customs was responding to a call for help from a passenger on Sunday night.

After two officers boarded their fishing boat on Monday morning two large waves struck the vessel and it rolled.

Customs officers plucked all 95 people from the water, but two, a woman and a boy, were dead, believed drowned.

The latest calls come after yet another suspected asylum seeker boat was intercepted by Australian authorities near Christmas Island on Monday. The 105 people on board will be transferred to Christmas Island for health and security checks.

Adelaide desal plant officially opened

A NEW desalination plant means Adelaide has a secure fresh water supply for the first time in its history, Premier Jay Weatherill says.

Mr Weatherill on Tuesday officially opened the state's largest water infrastructure project with the $1.8 billion, 100 gigalitre plant coming in on time and on budget.

He said the plant was SA's insurance policy against future droughts.

"For the first time since 1836 we can say with confidence we have guaranteed Adelaide's water security," he said.

The desalination plan has already produced more than 12 billion litres of drinking water for Adelaide, cutting the state's take from the Murray River.

It now moves into a two-year testing period with a decision yet to be made on what capacity it will operate at in the future.

Federal Parliamentary Secretary for Sustainability and Urban Water Amanda Rishworth said securing a sustainable, safe water supply for all Australians was a key government priority.

"This plant uses energy-efficient water treatment processes and gives this project one of the lowest carbon footprints and operating costs of any desalination plant in the world," she said.

Opposition Leader Steven Marshall said the desalination plant was a white elephant and would still cost taxpayers $30 million a year to run while in stand-by mode.

"The decision to mothball the desalination plant is rubbing salt into the wounds of South Australians, who will still be forced to pay for the plant in their water bills," Mr Marshall said.

Breast implant class action dropped

A LAW firm representing about 1000 Australian woman who had suspect breast implants has dropped a class action against the local distributor.

Tindall Gask Bentley said a class action was impossible because the proposed defendant, liquidated company Medical Vision Australia Ltd, had limited product liability insurance.

More than 1000 Australian women who had the French Poly Implant Prothese (PIP) implants had joined the lawsuit amid concerns about the implants' high rate of failure.

But as many as 6000 were thought to have had the implants.

Tests confirmed they contained unapproved silicone and were two to six times more likely to rupture than other brands.

"We are devastated for the thousands of women who have been impacted by the PIP implants scandal in Australia," Tindall Gask Bentley partner Tim White said on Monday.

"We invested a huge amount of resources into exploring all available compensation avenues for the many women who have contacted us.

"But without adequate insurance a class action against the distributor is impossible."

Mr White said it was disgraceful a company was allowed to supply high-risk medical devices to thousands of women without insurance.

"The women certainly feel they have been let down and left exposed by the Therapeutic Goods Administration for allowing the business to operate in this way and not picking up the problems with the implants earlier," he said.

While the class action has been ruled out, Tindall Gask Bentley will now investigate the possibility of pursuing other defendants.

Independent Senator Nick Xenophon has called on the federal government to provide cover for all Australian women potentially affected by PIP implants.

He said all sponsors or manufacturers of medical devices approved for use in Australia should also be required to hold medical indemnity insurance.

"You can't practise medicine in Australia without insurance, so why is it that medical devices implanted in our bodies don't require that protection for consumers?" Senator Xenophon said.

Boat capsizes in Brisbane storm

THREE men managed to cling to their upturned dinghy for four hours in Brisbane's Moreton Bay before a passing cargo ship spotted them, police say.

The trio's dinghy capsized near the mouth of the Brisbane River in stormy weather about 7pm (AEST) on Sunday.

Police say they were lucky a passing cargo ship spotted them and raised the alarm about 11pm.

A nearby dredge responded and plucked the men, aged 28, 31 and 64, from the water.

They were wearing lifejackets and were not hurt, police said.

Their boat has been located and towed to shore.

Syria rebels seize key military base

REBELS fighting the regime of President Bashar al-Assad have seized a key air base in the southern Syrian province of Daraa after two weeks of fierce battles with loyalist troops, a watchdog says.

Meanwhile, in Damascus's ancient Umayyad mosque, thousands of Assad supporters attended the funeral of pro-regime Sunni cleric Mohamed Saeed al-Bouti and his grandson, who died in a Thursday suicide bombing that killed some 50 people.

"Opposition fighters loyal to Al-Nusra Front, Al-Yarmuk Brigade and other rebel groups seized air defence Base 38 near the town of Saida, on the road linking Damascus to Amman, in the province of Daraa," said the Syrian Observatory for Human Rights.

The seizure came "after 16 days of fighting," said the Britain-based group.

At least seven rebels were killed in their final assault, said the Observatory, which also documented the deaths of at least eight regime troops including an officer.

"Dozens of prisoners were freed from the base's headquarters," it said.

Amateur video filmed by rebels and distributed by the Observatory showed the bloodied, mutilated corpse of a man identified as Mahmud Darwish, an officer.

Activists also distributed footage showing a group of men, most of them bearded, being set free.

The Syrian Revolution General Commission, a network of activists on the ground, said the rebels also captured a checkpoint in the Daraa town of Sahem al-Golan.

The Observatory later reported rebels captured a second checkpoint east of Sahem al-Golan.

Amateur video showed rebels seizing at least two regime tanks and several military vehicles after they captured the checkpoint.

"I swear to God, we are coming for you, O Bashar," a rebel said in a video distributed by anti-regime activists.

The rebel advances came days after rebels seized a border crossing on the frontier with Jordan, said the Observatory.

A security source in Damascus said this week Jordan was allowing jihadist fighters and arms bought by Saudi Arabia from Croatia to be smuggled into Syria.

In Quneitra, in the southwest, at least 35 rebels were killed on Wednesday and Thursday fighting troops loyal to Assad, said the Observatory.

Some 20 other fighters were also believed dead after battles in majority Druze villages in Quneitra province, which lays on the sensitive ceasefire line with Israel.

Gunfire from Syria hit Israeli army vehicles travelling in the southern Israeli-occupied Golan Heights on Saturday, causing some damage but no casualties, the army there said.

Israel is closely monitoring its border with Syria and fears that jihadist elements from among the rebels fighting the regime of President Bashar al-Assad might attempt to attack the Jewish state.

In the central city of Homs, troops pressed a relentless campaign against rebel enclaves after more than nine months of a suffocating siege by the army and security forces.

At Bouti's funeral in Damascus, Syria's top Sunni authority Mufti Ahmad Badreddine Hassoun called on "the Islamic and Arab world to save Syria, which is facing a global war.

"If Syria falls today you will be next," he said before thousands of mourners.

The ceremony was led by Toufiq Bouti, the dead sheikh's son, and representatives of key Damascus allies Iran and Hezbollah also attended.

The United Nations estimates that violence across Syria has killed at least 70,000 people since the conflict erupted in March 2011.

On Saturday alone, at least 64 people were killed in violence across Syria, according to the Observatory, which added that at least 24 of them were civilians.

WA residents to get gas supplier choice

WEST Australian company Kleenheat Gas has entered the natural gas market, offering residential customers a 10 per cent discount on the standard price.

Kleenheat Gas will now compete with Alinta, promising a discount it says can save some families up to $200 a year.

The company says it can supply residential, small business, commercial and industrial customers from Geraldton to Busselton, through the mid-west/southwest main distribution system that takes gas from the Dampier to Bunbury pipeline.

Kleenheat Gas general manager of natural gas Mark Gadsby said it was the first time residential customers would be given a choice of a natural gas retailer.

He said the Monthly Smart Saver plan offered a 10 per cent discount off the gas usage component of the standard tariff to customers who made the switch online for a fixed term of two years, received their bills by email and paid their accounts monthly by direct debit.

"By making the most of commonly-used online account management, we can lower our costs and pass savings on to our customers through our Monthly Smart Saver plan," Mr Gadsby said.

"The 10 per cent discount applies only to the price of the gas you use, which is by far the largest component of your natural gas costs."

Comment is being sought from Alinta.
